Specifically, many states have updates to their minimum wage laws which are going into effect during the new year. Starting January 1st, 2023, the states below have increased the minimum wage. Arizona The state of Arizona has increased their minimum wage from $12.80/hour to $13.85/hour for the year of 2023. California There has been an increase in the minimum wage for California employees regardless of employer size. The minimum wage starting January 1, 2023 in California is $15.50. Within California many smaller municipalities have their own minimum wage standards; be sure to check within your municipality to see the exact amount of the minimum wage. Colorado The state of Colorado has increased to $13.65/hour from the previous minimum wage standard of $12.56/hour. Delaware Delaware has increased its minimum wage starting January 1, 2023 from last year’s total of $10.50/hour to the new minimum wage of $11.75/hour. Illinois The state of Illinois increased its minimum wage starting January 1, 2023 to $13/hour from last year’s minimum wage of $12/hour. Maine The minimum wage for 2023 in the state of Maine has increased to $13.80/hour and tipped workers have seen an increase to $6.90/hour. This is an increase of $1.05 from the previous minimum wage of $12.75/hour. Maryland Maryland has increased the minimum wage for the year of 2023. Formerly the minimum wage for the state of Maryland was $12.50 which has been increased $0.75 to $13.25. This increase applies to employers who have 15 or more employees. Employers with less than 15 employees will see the minimum wage increased to $12.80. Within the state of Maryland some counties have specific minimum wage requirements which should be adhered to. Specifically, Montgomery & Howard counties have seen changes to their minimum wage requirements for 2023. Massachusetts The state of Massachusetts has increased their minimum wage from $14.25/hour to $15/hour a change of $0.75. Michigan Beginning January 1st, 2023 the state of Michigan has increased their minimum wage by $0.23 from $9.87/hour to $10.10/hour. Missouri The state of Missouri has increased their minimum wage from $11.15/hour to $12/hour, a change of $0.85. Nebraska Nebraska has updated their minimum wage beginning January 1st, 2023 with the change taking the former minimum wage of $9/hour and raising by $1.50/hour to $10.50/hour. New Jersey New Jersey is another state which has seen its minimum wage increase for the year of 2023. New Jersey’s minimum wage has increased from $13 to $14.13. For seasonal employees and employers with 5 or less employees, the minimum wage for the state of New Jersey is set to $12.93. There are also industry specific minimum wage requirements for both the agricultural industry ($12.01/hour) and for any employee who is providing direct care in a long-term care facility ($17.13/hour). New Mexico The state of New Mexico has increased the minimum wage to $12/hour from the previous minimum wage of $11.50. New York Starting January 1st, 2023 the state of New York has increased the minimum wage to $14.20/hour from the previous minimum wage of $13.20/hour. Fast food workers in the state of New York have a separate minimum wage of $15/hour. Rhode Island The state of Rhode Island has increased their minimum wage starting January 1st, 2023. The minimum wage has increased from $12.25/hour to $13/hour. South Dakota The state of South Dakota has increased the minimum wage starting January 1st from the previous minimum wage of $9.95/hour to $10.80/hour. Virginia The Virginia Commonwealth has increased their minimum wage starting January 1st, 2023. The previous minimum wage was $11/hour and has now increased to $12/hour. Washington The state of Washington has increased their minimum wage which was previously $14.49/hour. The minimum wage starting January 1st, 2023 will be $15.74/hour. The states above are limited to the states which have increased their minimum wage beginning January 1st, 2023. Payroll taxes include federal, state, and local taxes paid by the employer and employee to fund government programs such as Social Security, Medicare, and unemployment compensation. Federal Income Tax

Employees are required to pay State withholding taxes generally in the state that they live in. These rules can vary depending on the state. State tax rates depend on the state. Most states use a bracket, but PA uses a percent of tax 3.07%.
In PA employees pay the higher of the local tax rate based on where the live and work. Philadelphia has the highest local tax rate in PA.
Federal Unemployment Tax Act (FUTA) Taxes
Employers are required to pay 0.6% on the first $7,000 of your employee’s wage as FUTA tax. This is $42 per employee per year. This tax is employer paid only.
State Unemployment Tax Act (SUTA) Taxes
Employers are required to pay SUTA tax on behalf of their employees. In some states an employee contributes to SUTA, which can be referred to as SDI tax. This is generally a small portion as the employer pays the most.

Payroll taxes are based on when your employees were paid, not when they worked. That means that if they got paid January 1 (or after) for work they did in the prior December (or before), those wages are reflected in the new year’s books for tax purposes. That being said, take a look at your last pay date of the year, and if it falls in 2021 for whatever reason, make sure that is taken care of with your new payroll company.
When making the transition to a new provider, make sure that, prior to closing the account, you extract important data, such as employee information, payroll reports, and annual tax forms, to keep for records. A lot of times, after an account is closed, it can be difficult to go back and retrieve this information.
When switching payroll companies, you will need important information to gain access to all your payroll tax accounts to ensure a smooth transition. If your check date falls on Friday, January 1, 2021 you must decide if you want to move the check date to either December 31, 2020 or keep the check date in January of 2021.
Please be aware of the following should you change your January 1st check date to December 31st:
• Paying employees on December 31, 2020 will cause an extra paycheck in tax year 2020. This check will be included on the 2020 W2.
• This may affect retirement contributions (especially if the contribution is setup to meet maximums).
• This may affect your budget for the year.
• There could be tax consequences for both employees and employers if you add a paycheck to 2020.
• We strongly recommend that you consult with your CPA or tax attorney for guidance on this.
• Payroll Service Solutions will not change the check date unless you request it.
• If you decide to change your check date to December 31st, please request that we hold your end of year processing.

It used to be that direct deposit was a luxury, but now, as it has grown to be the norm, employees have come to expect it. Payroll Service Solutions offers direct deposit services that will keep your employees happy, while also taking a big burden off your plate when it comes to payday details.
Direct deposit is loved for many reasons. For example, it eliminates multiple steps that paper checks require for the funds to be accessible within an account, such as a trip to the bank and a long waiting period. Paper checks can take up to five business days to clear an account, but with direct deposit, funds are directly deposited to the employee’s account through ACH transactions. This means that on payday, employees immediately have access to those funds, without having to wait in a long line at the bank.
Another large perk to using direct deposit is the safety benefits. Generally, paper checks are much riskier because they can be lost, stolen, or fraudulently cashed. When using direct deposit, the money is directly debited from the employer’s account and deposited to the employee’s account so there is no room for theft or fraud.

On August 8, 2020, President Trump signed a memorandum allowing employees making up to $4,000.00 pretax biweekly to defer paying their portion of Social Security taxes. The tax deferral went into effect on September 1, 2020, and will end on December 31, 2020. At this point and time, the monies deferred will have to be paid back in full. Guidance put out by the IRS on August 28, 2020, suggests that it will have to be paid back in full by April 30, 2021. It will be an additional deduction from the employee’s check. The guidance also suggests that ultimately the employer is responsible for the repayment of these taxes. Payroll Service Solutions is not automatically deferring this tax. If you have an employee who would like to his or her their Social Security tax, contact our office to obtain the necessary paperwork.

Many small businesses and their employees have been impacted by COVID-19. To help small businesses and their workers though this pandemic, the President has authorized the SBA to provide assistance. There are several SBA loan programs including Enhanced Debt Relief and Disaster relief programs to assist businesses during this tough time. The Coronavirus Aid Relief, and Economic Security (CARES) Act is allocating $350 billion. Also known as the Paycheck Protection Program, it provides 100% federally guaranteed loans to small businesses. Importantly, if all employees are kept on payroll for eight weeks, SBA will forgive the portion of the loans used for payroll, rent, mortgage interest or utilities. On Friday, March 27th the President signed the CARES Act. The new law is a $2 trillion economic stimulus package designed to repair the economic damage caused by COVID-19 and provide additional protection to individuals and businesses who may lose income due to the pandemic. While most of the act pertains to direct payments and loans, there are some sections that affect employers. Providing Alternatives to Closure and Layoffs The CARES Act gives employers the following options and benefits, which may allow them to stay open and keep more people employed:
